DEPARTMENT: Emergency Management

POSITION: Communications Dispatcher

I. OBJECTIVES:

A. To perform the work required in the Communications Center operation for all area public safety agencies.

B. To perform all duties in such a manner that the public is provided with dependable and courteous service as well as prompt action in times of emergencies.

II. ESSENTIAL FUNCTIONS:

Performs all phases of the Communications Center operation including operations of various types of equipment in connection with the following duties:

A. Radio Dispatching: The dispatcher has the duty of promptly answering and initiating all radio transmissions for various public safety agencies in this area. These agencies include but are not limited to: The Ogallala Police Department, Keith County Sheriffs Department, Arthur County Sheriffs Department, Deuel County Sheriffs Department, Grant County Sheriffs Department, Big Springs-Blue Creek/Lewellen-Brule-Chappell-Keystone/Lemoyne-Ogallala-Paxton Fire Departments, City of Ogallala Utilities, Keith County Roads Department and Emergency Management. Upon request and when needs arise, some radio transmissions are handled for these agencies: Nebraska Fire Marshals Office, Nebraska Game and Parks Commission, Nebraska State Patrol and various other governmental agencies. One of the foremost responsibilities of the dispatcher is for the lives and safety of all personnel in the mobile units directly assigned to the Communications Center since their only link for immediate assistance is through radio communications. The dispatcher must maintain a computer log of certain radio transmissions and shall be responsible for understanding and obeying rules and regulations established by the Federal Communications Commission.

B. Telephone: It is the duty of all Communications Personnel to promptly and courteously answer all incoming telephone calls and to take immediate action on all requests for Public Safety and Governmental Services. The dispatcher must answer all 911 emergency calls for assistance, general Administration calls for public safety and other governmental offices. The dispatcher is responsible for and has the authority to assign these calls to specific agencies and/or individual representatives of those agencies. It is most important that the dispatcher be able to immediately notify appropriate agencies and personnel and react to emergencies with extreme efficiency. The dispatcher must understand that the first contact between the public and governmental services is usually the dispatcher. Dispatchers shall maintain a record of all information received.

C. Law Enforcement Data Information: The dispatcher shall, upon request from any Criminal Justice Agency or Law Enforcement Officer in Keith, Perkins, Arthur, Grant or Deuel Counties, make computer inquiries, entries and cancellations of records of wanted persons, missing persons, and stolen property in the National Crime Information Center (NCIC) computer. The dispatcher is responsible for performing these functions as quickly as possible and shall make such cancellations immediately to avoid possible false arrest litigation. In addition, dispatchers make inquiries to any of the state's computers through the National Law Enforcement Teletype System (NLETS) for vehicle registration information and driver license information. It is also the duty of the dispatcher to send messages for, or in answer to, general information to various departments within the State of Nebraska as well as throughout the United States. Dispatchers are required to obtain confidential criminal history record information on individuals through various teletype means and maintain the authority not to release this information to anyone outside of the criminal justice profession. Communications Personnel must maintain a file of all teletype transactions and possess an understanding of the rules and regulations established by the Federal Bureau of Investigation concerning NCIC.

D. Alarms: Dispatchers monitor various alarm systems for the detection of fire, burglary, robbery and utility interruption of various businesses in Ogallala. Dispatchers respond by taking immediate action in notifying appropriate personnel to investigate these situations.

E. Emergency Management: Dispatchers must receive and report any disaster information received through the National Warning System (NAWAS) telephone network. This information, received from the National Weather Service and the Federal Emergency Management Agency, must be disseminated to essential communities, officials and public institutions in the area. Communications Personnel must activate the public alert systems for notification to the public of potential hazardous situations.

F. Computer: Dispatchers must be able to operate a computer system for the entry and retrieval of various types of data. In addition, dispatchers must be able to efficiently operate an on-line interactive computer system that tracks all activity of public safety personnel.

G. Miscellaneous essential functions: A) Operate basic office equipment including photocopier, facsimile machine, typewriter, computer terminal, logging recorder, telephones; B) Complete general custodial duties in the facility, C) Maintain various written and typed logs of activities.

POSITION: Director--Emergency Program Manager

I. OBJECTIVES:

A. Plan, organize and train the public for proper action in the event of a disaster.

B. Plan, organize and train volunteers and public officials for proper action in the event of a disaster.

C. Protect lives and property in all of Keith County by performing the coordination duties during disaster situations.

D. Administer the operation of the Keith County Emergency Management Agency.

II. ESSENTIAL FUNCTIONS:

A. Promulgate a general public awareness of Emergency Management, to include knowledge of the program and actions to be taken in emergencies.

B. Develop local government emergency plans outlining the responsibilities of government and supporting groups under various emergency contingencies by coordinating the planning of all department and groups having an emergency mission or capability.

C. Develop and coordinate local agencies' participation in Emergency Management disaster preparedness and operations. This includes advice and counsel about disaster matters to elected and appointed heads of local governments in the jurisdiction.

D. Implement Federal, State, and Local government programs of financial assistance for Emergency Management to include establishing procedures to ensure compliance with Federal, State, and Local rules and regulations governing such assistance.

E. Cooperate with elected and appointed officials, both governmental and non-governmental, of the local governments; of the State and of the Federal government in the area in which he/she serves.

F. Direction of the emergency operations center, internal procedures and staffing, to permit key executives to control the coordinated emergency response of the local governmental departments and support groups.

G. Develop and arrange for exercises to practice the disaster operations plan.

H. Arrange and develop the planning, guidance, coordination and direction needed to accomplish an effective emergency operating capability.

I. Prepare and administer a budget for the Keith County Emergency Management Agency, outlining the costs and charges of all aspects of the operation.

J. Directs and controls the organization, administration and operations of the local Emergency Management organizations, subject to the direction and control of the appointing governing body(ies).

K. Administrator of the Keith County Emergency Management Agency.

L. Promote the accomplishment of the five major objectives of the Emergency Management and disaster program within the jurisdiction to include:

1. Protect life. Develop the following systems: warning radiological monitoring; emergency broadcast; emergency public information; nuclear civil protection; and natural disaster preparedness.

2. Save lives and protect property. Coordinate the capabilities for: rescue; preserving property; fire fighting and control; law and order; medical care; and debris clearance.

3. Support recovery. Arrange for emergency management of: food; water; health and sanitation; housing; emergency welfare; and emergency repair.

4. Achieve emergency operations capability. Develop plans, facilities and trained staff to accomplish: damage assessment and situation analysis; emergency operating centers; emergency operating plans; training and education of officials, workers, and the public in emergency functions and skills; and conduct tests and exercises.

5. Provide support to accomplish the foregoing to include communications systems; transportation systems; facilities protection; public information; federal support; military support; and resource management.

B. The Emergency Manager has authority over and accountability for the Assistant Director, Dispatchers, and Secretary under his/her supervision.

Assistant Director

Position Description

DEPARTMENT: Emergency Management

POSITION: Assistant Director--Assistant Emergency Program Manager

I. OBJECTIVES:

A. To proficiently perform the work required in the Communications Center operation and supervise all dispatchers employed for that operation.

B. To perform the work required of the Assistant Emergency Manager as outlined.

C. To provide the citizens of Ogallala and Keith County and fellow government employees with efficient, dependable and professional service.

D. To maintain familiarity with and to promote understanding of all policies and procedures of the City of Ogallala and Keith County.

II. ESSENTIAL FUNCTIONS:

A. The Communications Division shall be supervised by the Assistant Director, who shall have the immediate supervision of all employees assigned to duty therein and who shall be subject to orders of the Emergency Manager. This position shall:

1. Be the chief operator of the Keith County Emergency Management Agency Communications equipment.

2. Be responsible for the communications room, and the personnel assigned to this division to insure that all rules and regulations set down for dispatchers and others assigned to communications are complied with.

3. Assign working hours, and tasks of each employee and will inspect the work done at regular and frequent intervals to determine that each operation of the Keith County Emergency Management Agency is being carried out exactly as prescribed and that the greatest cooperation and courtesy toward the public and other agencies is being achieved.

4. Be responsible for the total communications function and may recommend changes in operation for increased efficiency and modernization as necessary.

5. Conduct classes, as required, and take charge of all training for dispatchers in the theory and techniques of radio-telephone, teletype and any other equipment assigned to the Communications Division, along with Federal Communications Commission rules and regulations.

6. Maintain all required records pertaining to the Communications Division as required by the Federal Communications Commission, National Crime Information Center, Nebraska Crime Information Service and the National and Nebraska Law Enforcement Teletype systems.

7. Be responsible for the care and custody of all communications reports and other such records as may be placed in his/her custody.

8. Be responsible for maintenance of a sufficient stock of supplies to insure a continuous and economical operation of the Communications Division.

9. Be responsible for insuring that all equipment in the Communications Center is maintained and kept in proper working order.

10. Maintain the same duties, responsibilities and authority as outlined for dispatchers in addition to the others stated above.

B. The Assistant Director shall also be responsible for the following specific Emergency Management functions:

1. Function as Acting Emergency Management Director in the absence of the Director.

2. Plan and organize training programs and disaster exercises for local government personnel as required or necessary for education in emergency management and other government operations/functions.

3. Prepare quarterly reports for submission to the Federal Emergency Management Agency.

4. Assist in the review and update of the Keith County Emergency Operating Plan.

Maintain inventory of equipment at the Emergency Operations Center and insure that sufficient supplies and materials are available.

Assist in the development and presentation of public awareness programs concerning Emergency Management functions and disaster preparedness.
